It sounds like you may have something like the Jensen RV Stereo # JWM20.
If that's the case, to set the time you'll want to:
1.Press and hold the TIME button.
2.Press the TIME button repeatedly until the CLOCK SET menu pops up.
3.The hour and minutes will flash, you can use buttons 11 (skip ahead button) or 12 (skip back button) to increase or decrease the minutes/hours.

If you are referring to the 12 volt pin that is located in the 1 o'clock position on the 7-way trailer connector then there should be 12 volt power feeding from the vehicle to the trailer on that pin. This means that if you test the 12 volt wire (usually black) before it enters and exits the controller, there should be 12 volts on either side assuming the 12 volt wire on the trailer is ran to a battery for maintenance changing purposes.
